Role Overview
The Programmer Analyst – Electronic Laboratory Reporting (ELR) Specialist supports communicable disease informatics initiatives within a public health surveillance environment. This role focuses on ELR onboarding, HL7‑based data integration, production monitoring, and system interoperability. The position works closely with informatics, epidemiology, and integration teams to ensure accurate, timely laboratory data exchange and support broader disease surveillance systems.
Key Responsibilities
Electronic Laboratory Reporting & Interoperability
Complete ELR onboarding using HL7 version 2.5.1 standards
Support integration and processing of laboratory data submitted via HL7 and alternate formats
Assist with parallel validation, LOINC code assignments, and production ELR error resolution
Coordinate and manage interoperability vocabulary within disease surveillance systems
System Monitoring & Issue Resolution
Monitor ELR production environments including alerts, dashboards, and data flow status
Independently investigate ELR processing issues and propose corrective solutions
Identify and resolve data quality, processing, and integration issues
Integration & Interface Development Support
Collaborate with integration developers to enhance existing routes or define new processing routes
Support interface development and maintenance activities related to ELR workflows
Assist with laboratory data processing submitted via flat files or non‑HL7 formats
Stakeholder Coordination & Communication
Act as a liaison to downstream users of laboratory data within public health programs
Communicate ELR issues, resolutions, and processing updates clearly to stakeholders
Support coordination of routine and ad‑hoc ELR maintenance activities
Reporting, Analysis & Documentation
Support analytical and statistical programming tasks using SQL or related tools
Maintain documentation related to ELR onboarding, workflows, and issue resolution
Contribute to dashboards and reporting supporting surveillance system operations
Required Qualifications
1 or more years of experience supporting ELR onboarding or maintenance in a public health environment
Experience working with HL7‑based laboratory data exchanges
1 or more years of experience supporting interface development or integration specifications
Experience with Rhapsody or collaboration with Rhapsody developers
Experience writing analytical or data processing code using SQL, SAS, or R
Proficiency with XML data structures
Strong written and verbal communication skills
Proficiency with Microsoft Office tools
Preferred Qualifications
Experience supporting state or local public health surveillance systems
Experience managing small projects or coordinating informatics initiatives
Experience supporting disease surveillance or epidemiology data workflows
