The City of Sherwood’s Community Development Department (CDD) partners with residential and commercial customers to provide guidance and assistance throughout the design, build and project review process. Our CDD is a high performing governmental department that focuses on the development of quality, affordable, and safe communities. Its’ services include comprehensive planning and implementation, land use, implementing codes, code enforcement, and permitting. The Department has three main divisions: Building, Planning and Administrative/Permit Services.

About the Position:
The City of Sherwood is seeking an experienced leader to join the executive management team as the Director of the Community Development Department (CDD). As the work of the department grows in parallel to the growth of the City of Sherwood, the Director will provide additional leadership and oversight to meet the needs of the community and City government.

The CDD Director will provide strategic oversight and leadership to the long-range planning, building and development services. The successful candidate will report to the City Manager, work with other City leadership as well as lead the CDD management team.     The list of duties is a representative sample of the work appropriate to this class and does not include all the duties that may be assigned to a particular position. The incumbent may perform a combination of some or all of the following duties:
  • Assumes full management responsibility for all Community Development Department services and activities including current and long-range planning, building inspection and code compliance, plan review, and permit processing.
  • Plans, organizes and directs the activities of the Department to ensure City goals and objectives are met; sets program standards.
  • Manages and participates in the development and administration of the department’s annual budget, including capital projects and Public Works Infrastructure projects; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
  • Selects, trains, motivates and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.
  • Develops, reviews and implements policies and procedures to meet legal requirements and City needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships, identifies opportunities for improvement; directs the implementation of change.
  • Administers and interprets Community Development codes; ensures code compliance with Federal, State, and local laws, ordinances, rules and regulations; drafts code provisions or amendments to correct deficiencies or effect compliance with new laws or regulations; develops comprehensive plans to satisfy future needs for department services.
  • Assists managers with contractual building and safety; approves payments and monitors budgets; participates in the evaluation of services.
  • Represents the department to other City departments, elected officials, and outside agencies; explains and interprets department programs, policies, and activities; negotiates and resolves complex and controversial issues.
  • Participates and makes presentations to the City Council, Planning Commission and a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of community development and other types of public services as they relate to the area assigned.
  • Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
    Minimum Qualifications:
  • Graduation from an accredited four-year college or university with major coursework in community development, planning, economic development, public administration, or a related field; AND
  • Five (5) years demonstrated experience in community development, planning, economic development, public administration or related field; including two (2) years in a supervisory or management capacity.
  • Special Requirements/Licenses:

Possession of a valid driver’s license with a satisfactory driving record.
Preferred Qualification/Certification(s):

Master's Degree and/or American Institute of Certified Planners (AICP) Certification.

Selection Process
1. An evaluation of education, training and work experience of submitted application packets including a resume and cover letter will be screened by Human Resources. The timeframe to review the first round of applications will be approximately the week of October 31, 2022.

2. A Subject Matter Expert (SME) Panel will perform an in-depth evaluation of education, experience and training taken from your employment application materials to include your resume and cover letter and responses to the supplemental questions (if applicable). This process will begin approximately the week of November 7, 2022.

3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
