The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as the Policy and Resources Administrator with the Policy and Resources Administration (PRA). This position is responsible for providing oversight of the DCSS PRA which includes: Policy and Procedures; Legislative Initiatives; Client Resolution; Ombudsman; Administrative Review; Training, and Federal Grant Projects; serving as a key member of the division’s leadership team, responsible for high level leadership and managerial work of considerable complexity to plan, develop, coordinate, implement and evaluate program goals, objectives, performance standards, initiatives and operations.

  • This position travels statewide and may require overnight stays.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Senior level decision making related to program compliance and methods of operation.
  • Provide policy direction and oversight and ensure compliance with organizational policies.
  • Oversee the daily operations of the administration through subordinate supervisors and managers.
  • Manage strategic initiatives towards execution through effective planning and delegation.
  • Track bills introduced/considered in the U.S. Congress and the Arizona State Legislature; prepare issue briefs regarding legislative changes and make recommendations; develop legislative proposals.
  • Assist the Office of Legislative Services in developing and establishing state laws, program rules and policies for the Administrative Code to comply with federal laws.
  • Provide oversight for the development, amendment and implementation of the Division's legislation, rules, and guidelines.
  • Maintain a working knowledge of significant developments and trends related to the delivery of child support services; actively seek out best practices from other states and entities to better inform and innovate division practices.

Knowledge, Skills & Abilities (KSAs):

    Knowledge in:
  • Policy development; state plan and grant research and proposal writing.
  • Social work and social service practices as it relates to the Title IV-D child support program.
  • Research, methodology, project planning, development, organization and workflow techniques.
  • Leadership and team building methodologies, supervisory and evaluation practices relevant to professional and administrative staff.
    Skills in:
  • Reading, understanding, and interpreting complex federal, state, department, and legislative rules, laws, policies and procedures.
  • Managing and balancing various management and administrative functions and presenting information on complex issues and ideas clearly and effectively, both orally and in writing.
  • Composition of policy, procedures, correspondence, issues, and position papers.
    Ability to:
  • Analyze federal regulations for development of policy and procedures.
  • Coach, counsel, mentor, listen and lead in a fast-paced environment.
  • Manage a diverse group of employees; direct, motivate, and instill confidence in subordinates employees; delegate, train and evaluate.
  • Respond to internal and external customers with tact, diplomacy, accuracy, and appropriate and timely information.

Selective Preference(s):

    The ideal candidate for this position will have:
  • Bachelor's Degree in Public Policy, Public Administration, Political Science, or related field.
  • Three (3) years of comprehensive experience in interpreting federal and state laws, developing policy and procedures, legislative affairs, governmental and public affairs; an additional four (4) years of professional experience may substitute the degree.
  • Four (4) years of demonstrated supervisory experience leading teams.
  • Valid Arizona Driver's License.

  • Arizona Level One Fingerprint Clearance Card.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
