Public Health Consultant, Workforce Development

Position Overview The Consultant, Workforce Development (CWD) plays a key role in delivering projects that strengthen and modernize the public health workforce. Consultants contribute to the design and implementation of workforce planning, training, and capacity-building initiatives that support local and state health departments in building sustainable, equitable, and high-performing public health systems. Working under the guidance of senior and managing consultants, the CWD supports all aspects of project execution — from research, stakeholder engagement, and facilitation support to deliverable development and client communication. This position is ideal for a professional with a strong foundation in public health or organizational development who is ready to apply and expand their expertise in workforce development, project coordination, and client service within a mission-driven consulting environment. Key Responsibilities Project Delivery and Client Support • Support the design, implementation, and evaluation of workforce development initiatives for public health agencies. • Contribute to needs assessments, workforce plans, and implementation frameworks that align with Foundational Public Health Services (FPHS) and accreditation standards. • Conduct background research, literature reviews, and environmental scans to inform client recommendations. • Assist with planning and facilitation of client meetings, stakeholder engagement sessions, and learning collaboratives. • Draft and format deliverables such as reports, toolkits, training materials, and presentations. • Support data collection and analysis efforts related to workforce capacity, training needs, and organizational readiness. • Track and manage project tasks and timelines to ensure deliverables are completed on schedule and to a high standard. • Provide responsive, professional client communication and contribute to a positive client experience Collaboration and Teamwork • Work closely with project leads to coordinate deliverables and ensure alignment with project goals and client expectations. • Collaborate across practice areas (e.g., emergency preparedness, substance use, or monitoring & evaluation) to integrate workforce development principles into broader public health initiatives. • Participate in internal project debriefs and contribute to firm-wide learning through sharing insights, lessons learned, and best practices. Technical Expertise and Learning • Apply knowledge of public health workforce trends, equity frameworks, and competency-based development models to project work. • Contribute to the development of practical tools and guidance documents that help clients strengthen workforce systems and staff capacity. • Demonstrate commitment to continuous learning by staying current on developments in workforce planning, training system design, and public health modernization. • Integrate equity, inclusion, and cultural responsiveness into all deliverables and client interactions. Firm Contribution • Contribute to internal initiatives such as improving tools, templates, and processes that strengthen BME’s workforce development services. • Represent BME Strategies in meetings, coalitions, or conferences as appropriate for assigned projects. Required • Master’s degree in Public Health, Public Administration, Organizational Development, Education, or a related field (or equivalent combination of education and experience). • At least 4 years of relevant experience in public health, workforce development, or organizational capacity-building within the public or nonprofit sectors. • Demonstrated ability to contribute to complex projects, balancing multiple priorities and deadlines. • Strong research, writing, and analytical skills with attention to accuracy and detail. • Experience facilitating or supporting training, learning, or stakeholder engagement activities. • Familiarity with public health systems, workforce development frameworks, and/or accreditation and FPHS standards. • Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders. • Comfort working both independently and collaboratively in a dynamic, fast-paced consulting environment. Preferred • Experience working with or within state or local public health agencies. • Exposure to workforce data analysis, competency frameworks, or performance improvement initiatives. • Knowledge of public health workforce policy or funding streams. • Experience using data visualization or collaboration tools (e.g., Tableau, Power BI, Smartsheet, Miro).
